I know the illiterate at the Sac. Bee said the permits are good for only 14 days, but after reading the permit front to back at least three times, I only see that the permit is good for a year except if you receive a valid permit in 2011, it is valid through Dec. 31, 2012.
Much of the rest of the permit conditions appear IMHO to be based a flawed premise and malicious fear mongering to a level equal to a definition of Eco-terrorism. While I do not know the information by which the reg's were modified or drafted; and considering that suction/vacuum dredging within the hydrological banks of the historic waterway are consistent with the natural, cyclical, geological/hydrological process's; I do not understand how the number of dredgers - relative to the miles of waterways containing gold bearing material - , could, by their minimal short term alteration of the waterway. be setting up an irreversible ecological disaster . All the protection of the riparian areas assumes a stable, balanced environment. This appears to intentionally ignore science and history (for special or philosophical interest) that shows that these waterways have - and are - under dynamic and occasionally massive change - bank to bank - with the scouring and relocation of the bed material. Even in a typical spring run off, many gravel bars are regularly swept away and re-established. Boulders can be heard thundering under the coffee colored high water.
The sediment and bed load containing the tailing and mercury from the hydraulic "diggin" that ended up in the Sacramento River and even to the San Francisco bay didn't get FedExed. And this trip required the movement to occur over 30 miles minimum under normal weather cycles. Yeah, if someone thinks that mercury in the flowing waterway is stable and safe if people "just don't disturb it", than they need professional help to deal with their delusions!
On the face of it, for all the apparent sensitive and "good intentions, It is impossible to mitigate imaginary destruction and ecological disaster. Typically what occurs is that the mitigation measures themselves - while having possible isolated success - create incredible destruction of the public health, safety, and welfare of the majority of the population at many levels.
