Yes this needs to be sent to all in state and out of state mining associations, GPAA, ICMJ and any miners you know. We will need a strong write in campaign and miners testifying at the Capitol against this bill. For those who do not know who Senator HASS is, he one of the past presidents of the Portland Sierra Club. I suspect Senator Bates is a GREENIE. You will notice the S.O.B Rhino Republican co-conspired with his two GREEN buddies to push this measure. If this bill gets past the House it most likely will pass in the Senate. So my suggestion now that you all have the information to write a letter, email their office or call them direct, it will be up to all of us to participate in this process. Each one of you have your own Representative and a Senator, so you can make your wishes known to them as well.

Thanks Chuck for catching this bill. I missed it completely. This is why it is so important to have as many eyes on the legislative bills that affect miners as possible.
Unfortunately the term Recreational dredge mining is written in state statutes. Looks like my river restoration equipment should be exempt???
Once again the heavy hand of government preys on the lowly miner for more TAXES or a fine with their class (C) misdemeanor threat to pay this TAX.
Looks like this S.O.B. has spent more time setting up his bill then he let on with Tom Kitchar and Mark W. when they visited his office recently. This is not the information that was discussed when they visited at that time. This is one of the longest bills I can remember being introduced in a legislative session, so he has conspired for some time to have it researched and written by legislative council. Oregon Scenic Water statutes will not allow dredging with SB 765 even though this bill mentions it and ORE. PARKS and DSL will not authorize such a permit. Miners will really need to step up and testify against this unreasonable bill. I don't think the county clerks will be happy to act as a tax collector or sell permits and send the money to a special fund for law enforcement. This $50.00 permit is an annual fee/tax and county site specific, so each county you want to work will cost an Oregon resident $50.00. That goes for each non-resident paying the $2500.00 fee/tax also. Those acquainted with the Oregon Legislative Web site, please search this bill every day to see which committee it is assigned too.
This is the status of the bill and since it is a revenue measure it will need to be introduced in the House side.

Here's another, I just copied section 3 of the bill.
SB 765
SECTION 3. (1) A person may not practice recreational dredge mining in this
state unless
the person acquires a recreational dredge mining license from a county. A
recreational
dredge mining license is valid only in the county that issues the license.
(2) Each county shall establish a process by which the county clerk issues
recreational
dredge mining licenses. Each county clerk shall charge for the issuance of
a recreational
dredge mining license a fee of:
(a) $50 for a resident; or
(b) $2,500 for a nonresident.
(3) A recreational dredge mining license expires one year after the date on
which the
county issues the license.
(4) At the time that a person applies for a recreational dredge mining
license, the person
must declare whether the person intends to practice recreational dredge
mining on a scenic
waterway. If the person intends to practice recreational dredge mining on a
scenic waterway,
the county clerk shall transmit the person’s application to the Department
of State Lands
so that the Director of the Department of State Lands may make a finding
under ORS 390.835
(2). The director shall return the application to the county clerk within
two weeks of receiving the application.
(5) The county clerk shall deposit all fees collected under this section
into an account
maintained by the county treasurer. The moneys in the account and the
interest earned by
the account are reserved for the purpose of funding law enforcement
activities related to
enforcing section 2 of this 20
